#1 MSI file not valid

running the MSI file for installation I receive a
windows error that says, "The installation package
could not be opened. COntact the application vendor
to verify that this is a valid Windows Installer
package."

I am using Windows XP SP2. Have tried multiple
downloads from different mirrors to verify that
download is not corrupted.

Thanks for any help - looking forwrad to looking at
the tool!!
