#25 make compilation of ipmievd optional

Add a feature which would allow ipmievd to be disabled and not compiled in. Rationale behind implementing this feature is ipmievd won't work on Windows, or will it? Thus it makes no sense to compile it for this platform. I could present some "business" case here, like separation of the two, ipmitool and ipmievd, for packaging, but I don't have any(except the ones I can make out). But I don't think ipmievd will work on Windows since it has different log daemons/API/whatever.
