There is a serious drawback especially for YEAR which is not dinamic created. It's fixed in functions.php to 2001-2003.

It could be somethin' like this year -5 and +5 (complete list).
There are also some other aspects that make it a little weird to use it at first, like the Billable checkbox. There could also be comment added to some fields to know how to complete.
