#1 ippdme v1.5 : 6.3.2.27-29 : ToolCollection handling

We need to add support for the following I++
commands :

EnumToolCollection
EnumAllToolCollections
OpenToolCollection

in revision 42, the following work was made:

- added new command class , unit tests and modified
ippCommandParser for:
- ippEnumToolCollectionCommand,
- ippEnumAllToolCollectionsCommand,
- ippOpenToolCollectionCommand,
- ippEnumToolsCommand

TO DO:
- create an fake server implementation in the server
project
- add some more PRG / RES I++ tests files
