#547 rule parsing puts junk at the end of ipf rules

when parsing rules, realloc() is used to grow the rule structure to fix extra names. the problem here is that sizeof() rounds up the size of the rule and junk accumulates in the odd bytes at the end due to bcopy's not filling it. so rather than use realloc, use calloc for the new structure and do a manual copy.
