#316 Improve PPS calculations with UDP

There are some bugs with UDP initial delays. Also, need to add the final gap to the IPG sum.

1. Commit for initial delay fix
2. Commit to better support DEBUG_PPS
3. Commit to support final partial gap in calculation (individual reports only)

Still need to look into sum reports
