#240 The -Z or --tcp-congestion on the client should be passed to the server
Currently, the --tcp-congestion algorithm option must be set on each end. It's preferrable that the client's setting be passed to the server. The server side, if set, will ignore the client's otherwise it applies the client side setting too.
