#1 ibp_global.js referenced in files

Between version 2.2 and 3.2.3, it looks like Invision stopped including ipb_global.js with their installations. There are three files in IPBWiki that reference this file:

ipb_commons.php
ipbwiki_skin.php
ipbwiki_skin_monobook.php

I think they also relocated the jscripts folder from /board/jscripts/ to /board/public/js/ and also changed the naming convention from "ipb_" to "ipb."

There doesn't seem to be a loss in functionality.
