#1 Login problems with special characters.

Login works for everybody except those with special
characters in their password. The characters I
specifically tested are ! @ and #. The forum login
works. I am using IPB 2.1.7 and IPBSDK 1.6 beta 4. The
same problem happens in the non beta versions as well.
