#51 [Req 109] Add possibility to have file sets (views?) in all

Today fileSet can be associated with only IP-XACT component, while actually there can be files associated with different IP-XACT objects e.g. a design netlist can be associated with IP-XACT design, a VHDL configuration file can be associate with IP-XACT design configuration, protocol documents can be associated with IP-XACT bus/abstraction definitions. There are 2 kind of problems that result
1. documents corresponding to the bus/abstraction definition are not referred by it leaving a very open interpretation of the busdef with pactially only LNV and description to indicate what it represents
2. updates in another IP-XACT object corresponding to a change in one IP-XACT object e.g. changing designConfiguration will result in another RTL but these RTL files need to be stored in IP-XACT component forcing a change in that view as well.

Hence, the need is to allow mentioning files in all IP-XACT objects.
