ION now includes "blocking" zero-copy object creation functions that cause the calling function to pause execution temporarily while there's insufficient space for allocation of a new ZCO; these functions enable smooth, safe bundle admission control. The BP test and utility programs now use the blocking ZCO creation functions, but CFDP does not yet use them; consequently, it's still possible for CFDP transmission to blow out the SDR heap. The CFDP function that dequeues outbound PDUs needs to be retrofitted to use blocking ZCO creation on bundle transmission. This needs to be done carefully, and the change must include a way to interrupt the blocked call.
