LTP spans are unable to be removed once they have been added then started (even after being stopped). This is because starting the span starts the ltpmeter process for it which adds an initial export session that doesn't get removed. So once you go to remove the span, it says its unable to be removed because it has an open export sesssion. When removing a span, this export session should be cancelled and removed, but I'm unable to figure out the proper way to do that.
