Can we stick to automake 1.13, which is widely supported in our user community, instead to advancing to automake 1.15?

Message from Leigh Torgerson

So then Scott and I attempted to put in a flag –DNOEXPAT in the AM_CFLAGS section of Makefile.am

That failed because it wants Automake 1.15, and in Centos 7 repositories, only automake 1.13 is available (which is installed on the machine).

Next step: Need to investigate if building on the target machine (CentOS 7) is affected, or only the ability to reconfigure makefile.am

We still need to define the problem better and agree on what requirements we need to for
    1. building on CentOS
    2. modifying the build system on CentOS

    Moving to 3.6.3.
