As long as we don't have the time to fix all bugs by
ourselfs or as long as we don't have enough members we
will have some requirements for fixing bugs.

E.g.

Requirement for fixing: 2 Persons in Thread

means

2 Persons should message they wan't this bug fixed in
the tracker thread.
