[wgcc-dev] wgcc-0.5.7 and ucl-1.1

wgcc 0.5.7 and ucl 1.1 have been released and are available for
download. ucl was previously integrated in the wgcc package, and is a
little helper (compiler and linker wrappers ucl.exe and ulink.exe) which
include the wgcc's pxwc library even when not building with wgcc, and do
some path conversion, to include CPATH and others. Usage of thos two
helpers is the same as of cl.exe and link.exe.
