#2 complete/finished? and downloading while seeding?

as you can see from the image there, all of my torrents
are in "Seeding" mode, and
have "Completed"/"Finished", and yet my Download rate
is still above 0? Or do I still download data from the
peers/tracker/etc while seeding? As you can see from
the times, the downloads/torrents were
complete/finished downloading for quite a while.

And, the other thing is the time stamps. I dont know if
maybe it's stuck on california time or something (didnt
figure the time zones, but Im in Eastern -05:00), but I
was running the torrents around 1-2 PM eastern when
those debug entries were logged. which doesn't figure
right even if it was using 24:00 format even.

And third, Im not sure if this is really a bug, more of a
general question, but what's the difference
between "completed", and "finished downloading"?
