    Added a splash window.

o lib/common.tcl
    Added a QUICK_LAUNCH Windows virtual directory.

o lib/utils.tcl
    Added a check in opening a project to convert the project to a
    new format if the format has been changed.

    Moved CenterWindow, Status and ClearStatus to splash.tcl.
