When using a web proxy, it is not possible to update
the virus definitions without extra steps.

Permissions for /etc/clamav/freshclam.conf have to be
set to 600 before root can update using the freshclam
command or from the Database->Update From Internet menu
option in avscan.

To allow insert user to update virus lists, the
following changes have to be made:

First, remove proxy user and password settings
completely from freshclam.conf if they are blank - due
to this requirement, users requiring proxy
user/password will only be able to update virus defs as
root.

Then:
chgrp clamav /etc/clamav/freshclam.conf
chgrp -R clamav /var/log/clamav
chmod 660 /etc/clamav/freshclam
chmod -R g+w /var/lib/clamav /var/log/clamav

After these changes insert is able to update virus defs.

I'm not absolutely sure I understand the problem.
You think permissions are to tight - or too loose?

You enter the proxy settings in freshclam.conf and what
    exactly is the problem then?

    Regards
    Matthias
