#6 Reliable datagram transport

insaneFS doesn't rely on any particular ordering of packets that isn't guaranteed by the laws of causality. To this effect we need a reliable datagram service to ensure that packets don't get lost while avoiding unnecessary latency waiting for retransmits of unrelated packets.

This will probably need to be built on top of UDP.
