I think the best thing to do is make a bug report for the section of the website that needs filling in, make a google document and link it into the bug report. That way you can fill in the parts of the website that are currently empty while keeping people in the loop. =46eel free to make new pages as needed and expand the website to what you feel the website should deliver.
