#407 iw.email fails with umlauts with latest Cheetah

iw.email converts the input files when giving them to cheetah. Cheetah then tries to unicode them internally and fails.
I have this problem with mail templates that contain non ascii characters.

I knew it was working a year ago, and downgraded Cheetah from 2.4.x to 2.0.1.

There it works flawless.
