#1 pasting in page vs. on the sheet

When a page is selected, paste something outside the
page. It appears out there, but is "in" the page,
probably outside the page's bounding box. Moves with
the page, appears & disappears, etc. If you're pasting
a page, then you get a page contained in a page, which
isn't intended to happen.
