That's a new one for me. A quick Google search for "compiler
cannot create executables" did turn up the following from the Ubuntu
forums:

It looks like the problem is that some necessary C development files
are not installed. The recommended fix is to install the libc6-dev,
g++, and gcc packages using the following command:
$ sudo apt-get install libc6-dev g++ gcc
You might want to give that a try.
You might also want to try
http://code.google.com/p/semanticvectors/
as an alternative to Infomap. While we still try to answer people's
questions via this list, Infomap is no longer under active
development.
As for Unicode, I don't think we support it.
