#127 giving better access for publishers

Right now, when someone has access to the publishing tool, he can publish
on all the repositories he can read. The idea is to restrict more the
publishers (you can be publisher on repository 1 but only a writer on
repository 2) by adding a new interception point : Repository.Publish.

When this interception point is not checked for a role in the management tool > Repositories > Repository X > Access rights, then :
- this role won't see the repository X in the list of repositories displayed in the publishing tool
- the "Publish" buttons in content tool and structure tool for repository X are not displayed too
