#241 ib_types.h: getting 24 bit from lsb/msb fields broken

Hi

Testing on PPC I have run into issues with all the
functions that take lsb (16bit) and msb (8bits) and
provide either the network or host order field value.

Probem was in my mistake in Network order assumed to
be Little Endian but is Big E.

This affected all handling of InformInfo/Trap/Notice

I will provide the fix next push/patch.
