ANNOUNCE - IndiMail 1.8.3 Released

This is Release 1.8.3 of IndiMail. The release has both source.tar.gz, RPMs and debs.

o added capability to send mails through multiple IP in qmail-remote, qmail-qmqpc
o added if-else type of programming in qmail-local
o fixed initsvc for virtual machines
o added DNSBL, SURBL functionality
o systemd support for starting IndiMail at boot (FC15)
o BUG related to opening of control files in qmail-dk, qmail-dkim, qmail-inject

1. Fix null DBINFO entry being returned when no entries in assign file
2. balance_outgoing - fixed typo and current working directory
3. qmail-remote.c - outgoingip can now have multiple IP addresses for balancing outgoing emails through multiple IPs.
4. initsvc.c - fix for svscan failure due to /dev/console giving EPERM on virtual hosts
5. qmail-qmqpc.c - outgoingip can now have multiple IP addresses for balancing outgoing emails through multiple IPs.

16. BUG - qmail-[dk,dkim].c - format the filename for private key correctly.
17. svscan - create file defined by STATUSFILE on startup and delete the same on shutdown
18. svscanboot - added back ability to work on multiple service directories
19. upgraded to clamav-0.97.2, fetchmail-6.3.21
