The incrtcl makefile has no target to regenerate
the header files from the stub declarations.

    I can't test it, if I added it. It would look something like this:

    genstubs:
    $(TCLSH) $(TOOLSDIR)\genStubs.tcl $(GENERICDIR)
    \ $(GENERICDIR)\$(PROJECT).decls $(GENERICDIR)
    \$(PROJECT)Int.decls
