There are 3,142 counties in the US, but if Hawaii County is typical, 16 GB would support only about 320, or 1/10th of the total, and that's if all storage were used for maps. One or two states be reasonable, though. &lt;p&gt;I have found possible sources of GIS information for Putnam County, Florida (listed below). When we get a little closer to release, we can check some of these out to see if they have GIS data we can include in the IMS. &lt;/p&gt;
&lt;p&gt;You've also given me an idea to ponder, whether IMS should manage a broader GIS database than just the maps for a single CERT area. I'll have to think about what scope would be reasonable. Given current storage constraints, it could be state wide (at least), or possibly nation wide. Hawaii County is around 50 MB, with most devices supporting at least 16 GB. Supporting a scheme that allows a broader scope of maps could be useful.&lt;/p&gt;

&lt;p&gt;I'm deep in the design phase, not even to alpha yet. I have written about 15,000 lines of code, with probably another 10,000 to go. The idea is that it will run on two platforms - a Windows or Linux laptop and an Android tablet. The Incident Commander and any of his immediate assistants would use a laptop and teams in the field would use either field-hardened tablets or hardened laptops. Tablets have the advantages of greater portability, longer battery life and built-in location (GPS) facilities, while laptops are easier to use. Also, shortcomings of the laptop could be mitigated with extra batteries and a USB GPS receiver.&lt;/p&gt;

There are 10 inch models as well. &lt;/p&gt;
&lt;p&gt;The laptop platform should be flexible since the code is written in Java. I'm developing it under Eclipse using Swing on a Windows 7 platform, but I will test it on other platforms as I get the chance. When it is released it will be completely stand alone, dependent only on the version of Java installed. I'm also (deliberately) trying to develop and include all code in the package, so there are as few installation dependencies as possible. You should not need to download and install any other packages to make it work.&lt;/p&gt;
&lt;p&gt;You have inspired me to put some screen shots up to help people see what it might look like.&lt;/p&gt;
