#3 Encryption, formatting, and encoding

In order to support encrypted chats in imservices and
do formatting properly, we need to be have a way to ask
the service to convert raw data to an attributed
string, or convert an attributed string to raw data
while properly setting up the encoding and formatting
for the buddy and service in question.

Without this, all encrypted messages will have to be
unformatted. This is assuming that the front end is
doing the encryption and decryption. It is also easier
to have per buddy encodings when the service deals with
the encoding conversion after decryption rather than
the front end handling it. In some cases (such as MSN)
the encoding is not configurable and is always UTF8.
