#8 rate limited user's failed attempt logged as OK

If a user logs on and logs off too many times in a
short amount of time, the AOL service will ban the
user for 10 or more minutes.

While banned, if the user tries to connect -- imlogger
logs it as a good login; while in actuality, the user
got back an error message explaining that s/he was rate
limited.
