#27 Dialog options for online alerts

Dialog options for creation of 'contact is online'
alerts. Online alerts can currently only be set from
the WAP interface, or by modifying imeverywhere.ini
directly.

Note that online alerts are normally only used once
when set from the WAP interface, but can be made
persistent by editing the entry in imeverywhere.ini. (A
setting of 1 means once, a setting of 2 or greater
makes it persistent.)
