#1 Autotools and tar to help treatment as selfcontained package

I wanted to get this as a Gentoo package, but I'd have
to unpack and configure the whole gaim sources over
again just for this single file.

Adding autotool support to the sources (or at least
supplying some decent Makefile) would ease integration
of this plugin as a package in distributions compiling
everything from source.

Some tarball containing the version number in its name
and additional files like the readme.txt would also
help, as it would ensure that always the correct
version can be installed and all available information
relayed to the user.
