#1 Keywords written as one entry

When IPTC keywords are added, they are only added as a single keyword entry, regardless of what separators (e.g. semicolons or commas) are used. For example, if I add the following into keywords:
Dubai;UAE;United Arab Emirates;camel
then in other programs that use keywords (e.g. Exifer, Flickr Uploadr) it would only appear as a single keyword entry, rather than 4 separate entries. This means if I am using Image Tagger to add keywords for photos to go on Flickr, it does not recognise the keywords properly for tags. Other programs such as Exifer or MS Photo Info write the keywords correctly as separate entries.
