- new variable ilisp-init-hook-local, that
  replaces the old DEFLOCAL ilisp-init-hook. Thus fixing bug
  reported by Hannu Koivisto (cmucl-imp 2001-03-16).

- ilisp-init-hook has become a DEFVAR.
