(ilisp-locals, setup-ilisp): Make the Emacs-21 variable
`comint-use-prompt-regexp-instead-of-fields' buffer-local and set it
to T. The default Emacs-21 behavior of using "output fields" instead
of regexps does not seem to work with ILISP, so
`comint-previous-prompt' and others would not work.
