#23 Emacs 22 now available for mac

Ilisp is losing due to the way that it handles emacs versions now that
we have emacs 22 available, for example on the mac.

You need to update your code to at least behave like emacs 21
rather than reverting to emacs 18 behavior.

Now, this looks like a good opportunity to clean up the poor
abstraction in this area and implement revised code that will not
break in version 23.
