How about providing a single page version of the HTML docs?
There are lots of free converters like http://www.htmlpdf.com/ which even provide correct linking inside the document, but of course only inside the same HTML source page.
So if someone (for some reason) does need a PDF, he can use one of those converters.
BTW, a single-page version would also be great for searching purposes inside the browser view.
If you would like to refer to this comment somewhere else in this project, copy and paste the following link:
We stopped providing PDF documentation a couple of years ago.
The process to generate them was painful and the interest
was low.

If it is just about the file format, why not use a free online converter like http://www.htmlpdf.com/ to convert the HTML to PDF?
The problem being in the moment that there is no single-page version of the docs, so you'd have to do some copying & pasting...
But if you look up one comment, I already suggested such a version to the developer.
