No, unfortunately 0.9.9 does not handle exact scaling for JPEG2000. Version
1.0 will, but this won't be released for a good while.

Yes, this has been included in the trunk for a little while now. I can't really give you a fixed timescale for version 1.0, but it's progressing nicely. Stay tuned to our blog, twitter or facebook feeds to know as soon as we release it ;-)
