1) Define a set of reg/rep objects. 2) record state of these objects 3) on request, record current state ==> Use to track changes: status, metadata attributes, etc. Without this some tests are very hard to verify. Example is Doc Administration deletes metadata.
Vendor needs to be able to create a set within toolkit, update it, and submit as evidence. Contents of set are entirely within toolkit. Vendor can: request update, delete, reference set via an id so it can be submitted as evidence.
