As a user, I would like to run this program on Windows 7 without installing .NET 4.5 so that I don't have to worry about dependencies.

Acceptance:
Ignition Key runs on a fresh install of Windows 7 SP1 and all features work

This will require some work because of the DataGrids currently being used. I'm deferring this until it gets votes for being implemented.
