(Regression) A protected IRC operator will make
duplicate modes get sent on join if they match an
access entry that their X:HIGHPROT/X:LOWPROT line also
sets.

Basically, if X:HIGHPROT is Q, and you match an ACCESS
OWNER, two +q modes will get sent out when you join.
