Try creating a new project not based on a template (imperial or metric, no matter) then add a default floor and try to export to IFC (any setting as far as I can tell) - it will fail to generate the file due to some unexplained error on the floor objects.
Using IFC Exporter 18.3.2 and RVT 2018.3.1.2 (didn't work before applying hotpatch either)

Same issue (as above), but also with a Building Pad.
Fixed locally. Thanks for the report - will be in next update.
Same goes for Compund Ceiling...
Is there a release date for this fix?
Can't promise a date, but likely within the month.
