Installing from SourceForge package and running IDTE 2.5 the help can not be accessed via Menu Help->Help Contents

This is a known issue with IDTE on its first run.

Solution - Restart IDTE and All Fixed

Cannot confirm your suggested solution - just restarted IDTE and the same error occurs!

Please Check if the Help.html file is present in the "IDTE-ID3 Tag Editor\Help Manual" Folder. Chances are that maybe IDTE is not allowed to enter into that directory (Try to run in Admin mode) And let me know if problem presists

Nope - no Help.html within "IDTE-ID3 Tag Editor\Help Manual" Folder (there is no HTML file at all)

I used your installer to install IDTE ... so your installer seems to be corrupt/buggy

Sorry for that, Please Re-download the new build of IDTE v2.5. Help file is pre-included in it.
