[Ids-devel] Zip patch

Hi,
Attached is the zip patch and a new Makefile for the ids-delegates that
includes a new delegate Archive::Zip. The patch assumes delegates are in
ids/lib.

This has been tested with RH 9 and perl 5.8.0.

Note to perl 5.8.0 users: If the OS you are using it set up for Unicode
(RH 8 and 9) some modules are not Unicode ready. For some reason the
Makefile.PL supplied with Archive::Zip fails with RH 9 (most likely 8
too). The attached Makefile fixes this by setting LANG to a sane value.
For those installing Archive::Zip by hand just set the LANG environment
variable to something that doesn't have UTF-8. This is one of the
reasons why it took me so long to re-submit, plus my twin 4.5 month boys
keeping me busy.
