#84 Enable Effects hotkeys during announcements

While an 'Announcements' window is open, all hotkeys / keyboard shortcuts for the effects are not working. Sometimes it would be nice, if such effects (mostly jingles in my case) could be played during announcements / even when the announcements window is being displayed on screen.

Hello Stephen,
thank you very much for having this done so quickly.
I've run a couple of tests with the current dev version, this new feature as itself works as expected. However, I discovered a minor drawback:
During announcement playback, all keyboard input now is directed to the main application. Unfortunately, this also includes the Enter/Return key aswell as the (is most cases individually bound) playlist-advance key. Is it possible to route these keys to the announcement window? Otherwise, the Enter key will advance the playlist while the announcement window remains open and cannot be closed but using the mouse.

Fixed in git. Also triple ESC dismisses the announcement though you get the side effect of the current effect also being stopped.
