#8 issues with the health check for PolBase

Issues with the health check for PolBase (which uses
HTPPs). Cami added some support for HTTPs in past, and it was working fine
(for the HTTPs resource listed at that time).

The error message is:
Unable to perform the HTTP request: java.lang.RuntimeException: Could
not generate DH keypair

After a quick search
(http://stackoverflow.com/questions/6851461/java-why-does-ssl-handshake-give-could-not-generate-dh-keypair-exception)
it seems that might be a bug in Java, which should have been fixed by
now.
