Actually the situation is a little more complicated than it appears. We made a decision some time ago to incorporate BioPortal resolving links using the BioPortal PURL (eg http://bioportal.bioontology.org/ontologies/{BioPortal ontology abbreviation}/{entity identifier}. That should redirect to the 2nd URL that you give above, and is not dependent on versions (always uses the latest). Unfortunately, some of the ontologies or the redirection breaks on the BioPortal side, often with BioPortal updates, or when new versions of the ontology are released. For instance, I have examples where the string 'OPB' is (accidently) duplicated in the term ID or in the URL, which breaks downstream processes.
For now, I have updated the access URL to use the 3rd link you give above. I will contact BioPortal to get further clarification on this.
