#22 Warning in REST WS doc

The following request
http://www.ebi.ac.uk/miriamws/main/rest/convert?uri=http://purl.org/obo/owl/PATO#PATO_000005
triggers a StringIndexOutOfBoundsException. This should probably be more gracefully handled.

The URI in parameter contains an un-encoded '#' in the middle, which causes the issue.
So trying:
http://www.ebi.ac.uk/miriamws/main/rest/convert?uri=http://purl.org/obo/owl/PATO%23PATO_000005
works fine.

We need to add a warning about that in the REST documentation.
