#3 Allow export of alerts / incidents to IDMEF & IODEF

We need to allow the console to export to file an XML
representation of the alerts and incidents that it is
working with. That way, information about an alert or
incident can be saved down to a users local machine
and processed appropriately - i.e. mailed to someone,
batch processed, etc. If we use the IDMEF and IODEF
standards, then our XML schema is already published.
