#35 Convert encoding of text fields
Sometimes, id3 text fields are set with strings in the wrong encoding, e.g. in UTF-8, athough the encoding field is set to 0,
which - according to the standard - mandates iso-8859-1.
This patch introduces an option to reencode the strings, provided, the characters are representable in iso-8859-1.
Its main use is to correct the mistakes of buggy software (grip e.g. let you do this)
